Howard is the Director of municipal bond credit research for Evercore Wealth Management. He joined the firm with over 23 years of experience in analyzing tax-exempt municipal securities. He is responsible for monitoring all credits in clients' portfolios and evaluating the credit risks for all new municipal purchases.
Prior to joining Evercore, Howard was a Director for 11 years in the Public Finance Department of Financial Guaranty Insurance Company (FGIC) where he analyzed all aspects of public finance transactions and oversaw document negotiations. He covered a range of sectors including transportation, public power, water/wastewater, higher education and project finance transactions. In addition, Howard covered general obligation debt issues for cities, counties, school districts and states as well as leases and land secured deals.
Previously, Howard was a Vice President with the investment banking firm of Prager, Sealy & Co. from 1994 to 1997, serving as an underwriter for various public finance transactions, and also served as a Vice President at Moody's Investors Service from 1986-1994.
Howard began his career as an economist with the New York State Senate Finance Committee in Albany, NY from 1985 to 1986. He has also written topical credit pieces and has been quoted in such publications as The Wall Street Journal, Bloomberg News/Business Week, Barron's, Reuters and The Bond Buyer.
Howard received a bachelor's degree in economics from the State University of New York at Albany in 1982 and he earned a joint master's degree in public affairs from the Lyndon B. Johnson School of Public Affairs and business from the McCombs School of Business in 1985.
